Increase historical penalty and re-review LDK penalties

increase historical_liquidity_penalty_amount_multiplier_msat and historical_liquidity_penalty_multiplier_msat and re-calculate scoring fee parameters based on our goal (less hops is better, but less than 1% fee) - the historical variables should be scaled somewhat proportionally to the base penalties we configure (maybe a bit less)
