Types of this library are unfunny joke

I don't understand the idea of creating types if we put any everywhere, after all, that's a minor problem. But what is the type {}? And why are we are making types for some useless things like languages, and the most important element - the object returned by autocomplete - has not been typed? And why are all functions obligatory, even such as suggestionsChange?
