Add Smart Optimization to instant optimization (premium)

We have implemented smart optimization to bulk optimization where the optimization can be performed multiple times depending on the resulting image quality. Let's implement this on Cimo's instant optimization upon upload as well.

Expected behavior:

• When premium, the Image quality setting will no longer be used
• When premium, the resulting image will be webp, but smart optimization will be performed. Test 100% webp quality first, then slowly go down.
• Free will still use the static 80% image quality.
• If WEBP is not supported by the browser, and if the image is JPG or PNG, then smart optimization should be used.

This will be our "Safari" support
