Capacity calculation RPC should only accept signed extriniscs

# Description

Currently capacity estimation RPC accepts both signed and unsigned extrinsics which in case of unsigned it under-reports the actual capacity cost due to the size of the unsigned extrinsic being less than the actual signed one considered in the block.

# Acceptence Criterea
- Only accept signed extrinsic in RPC
