REV equivalent of #11

Might be worth waiting for REV's 2027 vendordep to be released before working on this - unless whoever picks this up is okay with writing it for 2026 WPILib/REVLib and porting it later.

Starter code/infrastructure for Stage 1 - Stage 1A and B should be able to share the same starter code.

Starter code should contain all the simulation infrastructure needed for Stage 1.

Fully worked through examples are useful too, but decision TBD on whether we're including that in the repo.

This should include simgui and AdvantageScope premade layouts to minimize the amount of setup users need to do to get working on this and seeing their results. This section should be focused on the code and less on the auxiliary tooling at this point.
