[Feature flag cleanup] Accessibility Tab

This is an issue to capture removing the Accessibility Tab feature flag once the feature has launched.

Hi! I’ve been investigating this issue and searched the DevTools codebase for references to an Accessibility tab or related feature flag.

I checked for identifiers like accessibilityTab, AccessibilityScreen, and FeatureFlags.accessibility, and also reviewed the feature flag definitions in lib/src/shared/feature_flags.dart. The only occurrences of “accessibility” appear to be related to HTTPS accessibility checks in the deep link validation feature.

Running git grep -ni accessibility and git log -S accessibility did not reveal any feature flag or UI wiring for an Accessibility panel.

Could you clarify where the Accessibility tab feature flag currently exists or if this cleanup refers to code that existed in a previous branch or extension?

This is the pr that will introduced the flag #9686. Since it needs a github issue link in the code comment, I created this issue first before merging the pr
