enh: Setup endpoints still show on existing production servers

Follow the introduction of the new setup flow the UI now shows the setup flow until the API returns initialized. Existing instances already have a setup, api keys, users in db... So there should be  an improved way to decide if we can return intialized even if a user did not complete setup flow as the agent can be setup manually and directly using the config files and compose
