Update pattern library reporting example page

The reporting example page in the pattern library (https://fec-pattern-library.app.cloud.gov/docs/page-layouts/reporting-example-page.html) needs to be updated to match the current state of the example pages. Besides reporting examples, we're also using them for scenario-type text examples and the disclaimer examples. Because of this, we've renamed the template and updated the icon.

Here's a screencap of the template we use now; under "pre-title" the selections are: "How to report", "Example scenario" and "Example"

Completion criteria

• Pattern library page is renamed "Example page"
• Description at top includes "example" pages
• Section describing "pre-title" is updated to describe current options
• Section "feature image" is updated to describe current uses
• Descriptions are added for components on the template but not on the pattern library page (example, external button)
• When to use is updated to describe "example"
• Links to examples are updated to include links to scenario page and to example page
• Documentation regarding HTML code for TV examples is added.
