Develop a JAPC-Plugin that allows accessing the OpenCMW services via opencmw mdp/mds prococol from Java applications using JAPC.

Necessary prerequisites:

• restore compatibility between java/c++ Bring CI and Dependencies up to date and synchronise opencmw-cpp changes #225 Opencmw-cpp compatibility #226 Majordomo compatibility improvements opencmw-cpp#387
• add CI test to opencmw-java/cpp for interoperability tests

After implementation is based on an existing device access implementation.
Since we do not yet have a full implementation of name-resolution in opencmw, the plugin will contain a static list or read one as a configuration parameter.

This will be finished after the following have been merged:

• Improve handling of Client Reply Context and SET requests #254
• CompatibilityTest: Add simulated Opendigitizer Acquisition opencmw-cpp#398

This implements and tests all the Methods JAPC exposes and provides device lookup from a configurable csv file once opendigitizer can be configured to provide unique device names (now all the Devices are called "GNURadio", which makes it impossible to use the device part of the URI for lookup.)
