There are MMDB providers which do not require an account or API key: https://db-ip.com/db/download/ip-to-city-lite

I would suggest to use that one if no API key is provided, as fallback. The download link can simply be constructed from the date: https://download.db-ip.com/free/dbip-city-lite-[year]-[month].mmdb.gz

Currently, if no license keys are provided you can provide your own mmdb file. Auto-updates compares the database hash using a api provided by maxmind, so that would have to be custom per provider. Also, at least for db-ip I wouldn't be comfortable adding it due to their licensing (adding a link to their website on all pages that use the data). I could however add something to listen for file changes and reload the db, so something like this could run through e.g. a cron job.

Thanks for the reply! Ok I understand that you might not want to support that due to the license. Checking the file on disk for changes is not a bad idea! If watching can be done in a reliable way, it would even allow to enable the mmap flag on the maxminddb crate (maybe). Although maybe for that it would be best to copy the file to a temp location and change the permissions on the copy.
