[bindings] Dynamic selection of encoding based on the Encoding Id #1
Description
Considering that we now have a SANA registry table that maps the encodings to specific Ids, one can use these values to dynamically select the Encoding to use.
Currently, the encoding is selected in a static way upon startup.
