Relevant Context
Attempting to authenticate at bugs.eclipse.org/bugs/show_bug.cgi?id=375536&GoAheadAndLogIn=1 caused me to see:

What The Problem Is
In order to report this, I visited gitlab.eclipse.org/explore/groups, whereupon I observed gitlab.eclipse.org/eclipsefdn/helpdesk/-/issues/3418's “This endpoint has been requested too many times” error 1 reproduce, whilst merely attempting to locate gitlab.eclipse.org/eclipsefdn/helpdesk/-/issues.
When I attempted to authenticate, to subscribe to, and comment on, that cited issue, I observed:

When I visited gitlab.eclipse.org/eclipsefdn/helpdesk, I was merely informed that I should authenticate at GitLab, to file an issue there. Consequently, I have come here:
Use the issues link on the left to report issues with the usage and operation of services provided by the Eclipse Foundation, including, but not limited to:
- Infrastructure (CBI, Websites, Git/GitLab, etc)
I am surprised that your infrastructure is inoperative to this extent.
