Internal unofficial CI failing on some template tests

When running tests against the internal backflow validation branches for 10.0.103 https://dev.azure.com/dnceng/internal/_build/results?buildId=2888126&view=results, templating shows some test failures. These appear to be due to network isolation (templates are attempting to access nuget.org)
