Add a section on DP key ring common location for web farm/cluster scenarios

Description

We have this coverage in the BWA+Entra article because that one goes into detail on implementing AKV for the key ring. We don't have a word on this subject in the BWA+OIDC article.

We should also have some guidance on session affinity with a cross-link on that.

Although it isn't the source of the problem for dotnet/blazor-samples#642, we need a little bit of coverage on it in this article.
