Support different char offset strategies in JSON

**Is your feature request related to a problem? Please describe.**
The UIMA JSON CAS spec says that there can be different char offset strategies, but currently only Java -> Python (import) and Python -> Java (export) is supported.

**Describe the solution you'd like**
Support the other strategies as well and write the strategy into the JSON file.
