Code of Conduct and Issue / PR templates are missing

I suggest adding a code of conduct, issue and PR templates, and some other tweaks to improve this repo as I did with https://github.com/dh-tech/awesome-dhtools. I've collected some best practices and put together a template: https://github.com/maehr/github-template

I admire all the work you have put into this comprehensive code of conduct. The Turing Way is exemplary and I often refer to it.
