Fix toggling for notes and todos

The "Notes" and "Todos" sections can be opened using the Enter key, but they cannot be toggled close by pressing enter again. However, if you go down a line and then back up, it can be toggled close. Fix toggle functionality to allow for toggling without needing to move lines.
