features/powershell: Container build fails on ARM64 after #1562 on `v2`

Building ubuntu-based dev containers with powershell feature fails. I noticed this right after merging #1562.

my env:

I'm able to reproduce this regardless of cache. I'm using arm host&container on my m4 pro based mac. Dev container is based on Dockerfile booted FROM mcr.microsoft.com/devcontainers/base:ubuntu-24.04 . I tried using this blank feature config:

"ghcr.io/devcontainers/features/powershell:2.0.0": {}

ℹ️ If I try using v1 (e.g.: "ghcr.io/devcontainers/features/powershell:1": {}), everything works!
