[Aldrin2] Several storm_control tests fail on Aldrin2

The following tests:

- test_storm_control_different_rates
- test_storm_control_interaction_span_rule
- test_storm_control_rule_set_for_br_and_mc_traffic
- test_storm_control_rule_set_for_br_and_unk_uc_traffic

fail only on Aldrin2 during the regression, however successfully pass on the AC3X (infra2) device during regression.
When running the tests separately on both AC3X (infra2) and Aldrin2 (AGG1), the tests also pass.

Conclusion: issue with DUT.
