what is the relationship between Sponsored Brands 3.0 and 4.0?
why in 4.0 only campaign/group/ads, no others like taegeting.
should I use APIs in both 3.0 and 4.0 ?

Hi, the relation is mainly just different version, v3 and v4, you can see some official info about the migration:

In some moment, probably when all nodes are replicated in v4, they will deprecate v3 and allow only call to the v4 so better try to use the v4 to be ready to that deprecation.
