Customize content of email

We are facing now an issue related to customization of content for reply or decline emails. Currently I am extending UserController and change the method "handle_new_request_action". I was thinking to submit a PR that is going to change a bit the method "handle_new_request_action" and create 3 more methods: one for email_content, one for To, and one for Subject of email.
In this way anybody could extend your controller (vanilla one) and overwrite only those 3 methods instead of changing "handle_new_request_action".
What do you think? I am close to finish the code and I could make the PR if it is ok

Sure, you can create PR and we can talk about improvements after that. Just note that 'TO' must point to the requester of the resources.
