`admin` SSH announces `keyboard-interactive` authn method, but doesn't support it

Hey.

It seems `admin` SSH announces `keyboard-interactive` authn method, even though it doesn't support it:
```
debug1: Authentications that can continue: password,keyboard-interactive,publickey
```

If one explicitly sets e.g.:
```
admin.ssh.authn.enabled=publickey
```
it would still offer:
```
debug1: Authentications that can continue: keyboard-interactive,publickey
```
