Is that typo somehow intentional?

I'm not the original author if this file, but it's not intentional on my part. This repo is only a mirror of a document, originally created by MITRE Corporation, that was included in an open source project from ESRI.

At that time, there wasn't much publicly-available documentation on the Cursor-on-Target format, and I wanted to make sure I could still refer to it if the original repo became unavailable, which seems to be the case.

I tend to think of this file as more of a historical document than something I would change myself. If there are other original copies without the typo, then I'd correct it. Otherwise, I'd just consider it part of the original document, even if it was a mistake.
