Do we want to add more information about the `solution_priority` part of building a commodity?

Sub-issue of #427. In the source/user/tutorial/add_commod_recipe.rst file, we talk about the solution priority for the commodities, and defining that block of an input file. Do we still want to include this part of the tutorial? If so, I think we should explain what this means more. I don't think I actually know what it means, so I can't add any more detail.

The solution priority is a subtlety of the DRE that we probably don't encounter often. Here is my best recollection that I hope is mostly correct.

When we build the DRE we partition it into separate networks, one for each commodity. Generally, they are fully separable and it doesn't matter what order we solve them.

In some cases, there may be constraints that act across multiple commodities. The best example would be a throughput constraint on a facility that is able to produce multiple commodities. If this is true, and we solve the network flow for commmodity_A first, it could consume too much of the available throughput of facility_F so that it cannot produce enough of commodity_B.

If we have some user-knowledge that we want to prioritize the flow of commodity_B, we can give it a higher solution priority so that it is always solved first, possible limiting the flow of commodity_A.
