[Task] Review CEP 6 #422
Description
What is this task about?
CEP 6 outlines the PR template, which @nsryan2 has been working on. We should make sure that these are harmonized at the end of the day.
Why is this task needed?
It would be nice to have a PR template in the .github folder, but we need to make sure CEP 6 is taken into account.

How can this issue be closed?
By either modifying CEP 6 or making sure that the PR template adheres to the CEP. We may also need to take a look at Cyclus CI to make sure things are labeled (we currently don't enforce this, but the CEP requires it)
