Every month, after monthly mailing (daily checking),

• convert all papers to md or text format
• create a new directory, e.g., 2025-12, and put all papers in it
• create a new issue for the month, e.g., 2025-12
  • add a comment with @claude Review this paper ./2025/12/p3000r1.md for every paper in the month per minute
  • classify the paper whether it needs review
  • review the paper with paper-tester
  • create a pull request with the review
