[pi] No compaction after default threshold

Short description

After reaching the 65% threshold, no compaction is observed; the percentage of the used context window keeps increasing, and almost every event is marked as bust. As the main model, I use GPT 5.5.

Only restarting pi partially solves the problem with context compression. As shown in the screenshot, after exceeding the threshold and before the restart, many bust events occur. After the restart, ctx_reduce is called, which slightly reduces the used context, but not enough for stable operation.
