Add connection limits to the IPLD Resolver

#522 commented out connection limits which were moved from the Swarm to elsewhere. See this comment pointing at the likely new location, which is a new behaviour we have to bundle: https://github.com/libp2p/rust-libp2p/blob/master/misc/connection-limits
