[Epic 2] Actions on permissions list

User story

As an Administrator, I want to manage user access for each entity by performing key actions (View Entity, Transfer Ownership, Remove Access) directly from the user permissions table, so that I can efficiently control collaboration and responsibility across PAUL.

Acceptance criteria

UI

• Each row in the user's permission list includes a dropdown or action menu with:
  • View Entity
  • Transfer Ownership
  • Remove Access

"View Entity" action

• Opens the selected entity in a new tab

"Transfer Ownership" action

• Only visible if the user is currently the Owner of the entity
• Triggers the Transfer Ownership modal (Figma link)
• Modal allows selecting a new owner from existing team members with access on that entity (either editor or viewer
• Includes confirmation toast message

"Remove Access" action

• Visible for any user who is not the current Owner
• Triggers a confirmation modal (Figma link)
• On confirmation, user access is revoked from that entity
• Toast message appears as in design
