Plugin CLI does not respect the `AllCrates` filter

Setting the crate filter to `AllCrates` doesn't actually run on all crates, because the plugin uses `RUSTC_WORKSPACE_WRAPPER` where it should be using `RUSTC_WRAPPER` in this case.
