Add an “Also Known As” / thesaurus type feature

It would be cool to search for an unofficial or past org ID, and be pointed to the current, official one. E.g.

• search for CH-4, finder suggests XM-DAC-CH-4 (since this was a past org ID for Swiss SDC, and is still listed on the registry)
• search for FR-6, finder suggests FR-SIREN-110-006-012 (since this was a past org ID for France, MFA, and is still listed on the registry)
• search for GB-1, finder suggests GB-GOV-1 (since this was a past org ID for DFID, and appears in their activity data, under other-identifier/[@type=B1])
• search for 99999 and find XM-DAC-41114 (since UNDP sometimes refer to themselves as 99999 in their activity files)

Obviously this would add a lot of complexity, but it’s interesting to consider how it could be implemented.

This relates to @markbrough’s point on IATI discuss, regarding the OrganisationIdentifier codelist.
