Add a Search Bar for Filtering Projects in the Portfolio Builder

What feature?

I propose adding a search bar to the Portfolio Builder page that filters projects dynamically based on user input (e.g., project title or tags). The search bar should:

• Be integrated into the Portfolio Builder UI using Tailwind CSS for styling.
• Support real-time filtering using React state, possibly with a debounced input for performance.
• Display results in the existing project list, with accessibility features (e.g., ARIA labels).
• Optionally persist the search query in localStorage for a better user experience.
