Mutatable Module Configurations

The module configuration can be different per project and runtime. Therefore it makes most sense to link the foreign key to the NamespaceProjectRuntimeAssignment.

The graphql layer should also expose the NamespaceProjectRuntimeAssignment where you can get the compatibility status and the saved configurations.

@raphael-goetz @Taucher2003 Currently its only possible to get a configuration definition but not a real configuration. So not only the mutation is missing but also the configuration itself
