[BUG] There appears to be no way to set the DataSchema attribute

For a JSON bodied event, I want to set the CE DataSchema attribute. Neither New-CloudEvent, Set-CloudEVentData nor Set-CloudEventJsonData support passing -DataSchema. Is this an oversight?

As a workaround, I can do:

$ce = new-cloudevent -id ... | set-cloudeventjsondata -data "..."
$ce.DataSchema = "https://schema..."

But this breaks the flow.

Hi @oising, some of the core maintainers for this project have left VMware/Broadcom so I'm not sure if there's someone able to fix this behavior. cc-ing @lamw @dmilov if they see a solution here?
