neutron-l3-agent missing dependancy

the file /etc/init.d/neutron-l3-agent has a directive "--config-file=/etc/neutron/fwaas_driver.ini" however the package python-neutron-fwaas isn't installed by default. neutron-l3-agent crashes and neutron doesn't work.
Howerver an empty /etc/neutron/fwaas_driver.ini file is enough

Hello markododa,

I tried to do some OpenStack AIO deploys and reproduce the error. This seems to appear only on Ubuntu with OpenStack Kilo. I created a PR and added the missing dependency to the list of packages needed to be installed.
