Add support for snippets to be added to README for BOMs

Particularly, a section for prerequisite steps and another for post-install steps. Also, the solution BOM's readme sections should be generated from the layer BOM information which in turn should probably come from the individual modules.

The BOM should be able to override/supplement the content provided for any of the lower level components.
