Parts

Would be nice to have GetItemPart$ working.
The default delimiter was ,
I got 2017 version of the INI++ and it was there. I appreciate the Unicode version but sadly it does not support parts so I have to use blitter.

I'll look into it at some point. What do you need Text Blitter for though? I thought String Parser would be a sufficient replacement as a workaround.
