[bug] update CI scripts to avoid error #257

See recent PR: #256
it has a lot of CI errors:

need to fix these CI scripts because they are very old
also need to replace python 3.8 and 3.10 in CI with python 3.12, no need for mulitple python versions, just 3.12 is enough
cmake version can also be updated
