[rs] conflate `wasi:io` streams and `stream<u8>` in the runtime

runtime-wasmtime should receive/send wasi:io streams as stream<u8>.
Most of this work is done, but we need to test it and ensure it actually works (and likely fix bugs).

Closing this issue requires a working example in examples
