Handle wallet not connected #42
Description
When the user has not connected a wallet yet, they should not be able to create a campaign.
On the index page, if the wallet is not connected yet, the create campaign button should be disabled and with hover the user should see a tooltip to alert them as to why they cannot create a campaign -> Please connect a wallet first to create campaign.
In a later iteration it is possible to add a connect wallet button on the campaign page itself.
