Publish pg@9 to JSR

It would be nice to publish this package into jsr.io. It is a new registry for Deno, Node.js, Bun and other runtimes.

One of the cool things, you may write the entire package in Typescript and forget the transpilation process. JSR will be on charge of that so any runtime can grab and get the proper JavaScript + typings.

Publishing to JSR doesn’t mean not publishing to npm, so I don’t think we can forget the transpilation process. Even if JSR has nice features, it mostly sounds like added complexity for now.
