Can't install / build node-libpq on Fedora 36

it's not an issue with libpq but rather an issue with pg_config returning a non-existing path:

I've encounter the same issue, but fixed using the following steps:

sudo dnf install -y gcc-c++ make
sudo dnf install postgresql-server-devel-14.3-2.fc36.x86_66
sudo dnf install redhat-rpm-config

Proceed with yarn / npm install

couldn't install postgresql-server-devel

Had to remove what ever that libpq was and npm install it instead.
