Economy: Rewrite "," to "." on currency inputs on the backend instead of telling the user to enter a number

This is caused by the html5 standard for a number input - https://developer.mozilla.org/en-US/docs/Web/HTML/Reference/Elements/input/number

@tykling we can get around this by overriding the form field to be of type text and do the typecasting into a float in the form validation/cleaning

The "pattern" and "step" attributes on can likely be helpful, but I suspect the type constructor in Python also wants the textual data to be normalized in some specific form.
