Cut 7.3.0 release

Hi 👋

Was wondering what the plan was for cutting the 7.3.0 release.

We use the gradle plugin in opentelemetry-java, and it currently requires us to pin to older version of junit. This was fixed, and pending release. I verified that updating to the 7.3.0-RC1 indeed fixes the issue, and so I'm looking forward to the actual 7.3.0 release.

@jack-berg you can can use 7.2.1 which already has the JUnit fix. Nothing Junit related in 7.3.0

we plan to release in the next weeks. Still waiting for some more feedback from RC1 testers. Cannot say a concrete date yet.

Ah ok. I thought I saw a build failure that didn't resolve until 7.3.0-RC1 but I must have gotten my wires crossed (maybe a stale gradle cache entry or something like that). I've confirmed that 7.2.1 does indeed resolve the issue.
