Get back into the boundation flow

I'll publish a maintenance release that'll upgrade all deps and retest its targets in the coming weeks.

All my open-source is an independent effort, there is no funding besides donations/sponsors — I don't get paid to write software as part of any job — hence the long breaks in maintenance, which isn't by choice. All thanks go to my GitHub Sponsors for affording me the time.

This should close #98

• do this in collab with @docpad core, as that is the only @bevry project (albeit an archived project) that used watchr
• move to typescript, drop eachr and extendr deps
• redo scanning flow, probably with @bevry/fs-list
