Improvement: setup-environment-commands should handle var values that have quotes #314
Description
Currently master will actually crash ignorantly when an env var with a quote is encountered, however #312 fixes it to just skip them instead.
Ideally, we will handle them, however that will require being aware of the various escape and quote syntaxes of all the various shells we support...
For now, skipping is fine, as the only var I've ever encountered with this issue is the new Dorothy's Workflow workflow name var on the new CI workflow.
