Publish snapshot releases (including PR snapshots) #291
Description
We should publish snapshot releases to https://central.sonatype.com/repository/maven-snapshots/, allowing users to test unreleased features without having to do a local build of rest-problem-java.

I already took care of the first step of enabling snapshots on the io.github.belgif namespace.
