Apache default_modules does not remove pre-setup modules and is missing recipes for certain useful modules

• Modules authz_groupfile, autoindex, cgid and negotiation are in the default Ubuntu setup and are not removed from the list by the Chef apache2 recipe
• Modules actions, authn_alias, authn_default don't have install recipes in the default Chef apache2 recipe
