Description of the need
When adding a menu block with menu style: "Hierarchical tree" we can choose a Starting level. However, when selecting menu style: "Dropdown menu", the Starting level select is hidden and it is forced to be 1st level.
Proposed solution
Menu blocks with Dropdown menu style should have a starting level option to be chosen.
