Can confirm on Intel HD Graphics 4000, Intel Core i3-3120M.

This is an issue with Intel graphics drivers not supporting Windows 10. If you run the instance on Windows 7 for example, it works. It also works if you run it under Linux.

The only workaround would be to remove the
-XX:HeapDumpPath=MojangTricksIntelDriversForPerformance_javaw.exe_minecraft.exe.heapdump
JVM argument, but that's hardcoded into Prism and I'm not sure if you can even get rid of it without rebuilding the launcher.

This is not an issue of Babric but rather of Intel.
